Question about Bluetooth multiplayer.

Hello!

I am trying to make a simple game of Tic Tac Toe, but I want to make it so that both players have to connect their phone via bluetooth and play. Is that possible(if bluetooth isnt possible, what about mobile data)?? Thanks :D
