FPS with Vsync on sometimes show over 60 like 61
Ive got Vsync on and the FPS should be locked to max 60 but sometimes the fps goes higher like 61 up to 64 I want it to be locked at exactly maximum 60 how can I do this. My Vsync count is set to Every V Blank. Im not talking about the FPS you see when you click the stats menu Im talking about how many times the update function is called.

The displayed framerate is an approximation. Vertical sync locks the render until a frame is ready and matched with the refresh rate of the monitor.
Nah, it just means that the frames-per-second listing isn't 100% accurate, since it's gathering only approximated data about the current framerate.
