Is Transform.rotation.x/y/z/w stored as radians or degrees?

neither, its a quaternion.
you can use. localEulerAngles which are Degrees
Quaternions are Numbers of a set above the Complex Numbers.
where complex numbers have only one imaginary component i, quaternions have 3 of them.
