Can I build my own Toolkit with Unity?

Hi, I want to build my own “Toolkit“ with Unity. That means I have a PC program (build in Unity) in which I can build scenes,... and than I press a button and have a akp for my phone. Is that possible and if it is not are there any chance to prgram such a thing with another IDE, Software or language.
