OnParticleCollision Not Working?

OnParticleCollision is not working. I gave the particle system a collider. I set the space to world and 3d. I checked "send collision messages". I gave the particles a mesh shape. I gave the other object a collider WITH a rigidbody. I researched and researched and researched and researched and researched and researched. Im exhausted. Its especially frustrating because I have a feeling the answer is right under my nose. Please help!
