How to make a texture blurry
I'm editing a texture by resetting some of the pixels to a custom color. In the resulting texture I can see some vertical streaks and an outline of the area I've edited. Is there a way I can make the texture blurry to minimize these effects?

Run a blur filter over the texture, perhaps? It's a pretty common filter operation available in all image processors except maybe for $$anonymous$$S Paint. In Paint.Net it's in Effects->Blurs, for example.
