Scrollbar touch sensitivity

Hello all,

I' ve a project which heavily depends on the UIs and scrollbars. The problem is i cannot improve scrollbar sensitivity. After starting touch and moving my finger, there' s a little delay before the scroll starts scrolling. In spite of being little, the delay can be observed easily which lowers the experience.

Any ideas for a possible solution?
