Why can not get build for api 17 (android-4.2.2) with unity 2020.1?

Question

Hi, I'm trying to get build for api 17 (android-4.2.2) with unity 2020.1, and it shows me the minimum api level api 19 (android 4.4). is this because of unity no longer supports this version or i have a problem with my sdk package? any help will be greatly appreciated.
