When Lights Go Bad?

I have a SPOT light that I have had in my scene working for a long time. Now it has stopped working and I have tried everything to get it working again... to no avail.

If I select the SPOT light and duplicate it... the scene is instantly illuminated by the new SPOT light. If I turn the new light OFF... the scene goes dark.

Any idea why the original light won't illuminate the scene? Does this happen a lot where when a light goes bad you just have to make a new one?
