Mobile notifications

I'm trying to send notifications for both Android and IOS users every monday, even when they're not using the app. I downloaded the unity package and read it's documentation but it's kinda difficult to me to understand.

How can I schedule those notifications and prevent more than one for happening every monday?

P.S: Sorry for any mistakes, english it's not my mother language
