iAP Refund Non Consumable

Hi,

I am wondering if it is mandatory to provide Refund functionality for Non Consumable goods both at Android and IOS, fx if the user purchased a premium level?

I read this article but it is more for paid applications, do you think is it also applicable for in app purchases ?
