Smooth scrollbar movement on display release

Hy - this is my second try to find a solution for this one.

Probably my first description wasnt that good i hope this will be better :).

Basically i need a scrollbar, which slows down more "smoothier" than the actual preset iam using from unity. If youre moving the Handle to one direction and you release the screen it stops instant. But i need a soft "running out" handle - it should be like a toy car youre pushing into one direction, and which loses slowly velocity until it stops.

Can someone please help me out with this? Or does someone has an identical post on the forum with the same problematic? I couldnt find a similar question.
