API Level for Google Playstore

I am On unity version 4.6 and looking to Build an android apk file for google play. when uploading to google it says my api level is too low. google says it requires a minimum api level of 26.

in unity 4.6 under "minumum api level" in the player settings, the selection list only goes to 19. this is the only setting i have attemped to change so far.

can unity 4.6 can do this? any way i can get my apk file to google?
