Scroll rect moving down
So I made a scrollrect which I placed gameobjects in using the content size fitter and vertical layout group. The problem is when the number of objects exceeds the size of the scroll rect's content the transform Y position skyrockets down endlessly.
The Pos Y which you see as -15389 should be 0 but it just keeps dropping as long as the game runs. It stops if I disable the content size fitter or Vertical layout group. I don't know what is going on.

Try Setting the Horizontal Fit in Content Size Fitter to Min Size or Preferred Size.
Nope, doing either of these simply caused Pos Y to drop instantly to -4000

So I've been doing a lot of testing. I made a scroll rect like I wanted in a new project and got everything to work. I then went back to my original project and copied the step by step, but it didn't work. It didn't even work if I did them in a new scene. I originally started this project in Unity 5 and it must have messed something up. I guess I'll just have to start over...
