Android app not compliant with google play 64 bit requirements despite following the instructions
We are using Unity 2018.2.13f1 to make the build, but even after following all the instructions we get this error from google play :

BTW, I am also using OpenGLES2 as the graphics APi for an external SDK, I don't know if that even makes a difference in the 64 build process.
I have also tried building the apk with an empty project, still getting the same error. Please help, I don't want to upgrade my Unity, since it is a very big project and that would require a lot of time for the upgrade to take place.

I've had to solve the same issue with one of my projects recently. First of all, I wouldn't disregard upgrading Unity, it may make your app more maintainable in the future and have you run into less issues. But, for now, can you check and see what happens if you tick, in the Build Settings dialog, the Build App Bundle box. (Note this will increase the build time.) The Bundle may generate two different Bit versions, which may help with the Google Play submission process. For what it's worth, I ultimately ended up not using AR$$anonymous$$v7, unticking it in my Android Player settings.
Build app bundle is not present in the Unity version that we are using, I suppose it is available in Unity 2018.3 and up. I think it is better to update the Unity version and then try this, I will update it today and report back. Thanks for your suggestions.
Upgraded to 2018.3, used Build App Bundle, still getting the same error.
Even tried upgrading to 2019.3, getting a weird compilation error, Library\PackageCache\com.unity.textmeshpro@2.0.1\Scripts\Editor\T$$anonymous$$P_PackageUtilities.cs(310,17): error CS0433: The type 'Task' exists in both 'Unity.Tasks, Version=0.0.0.0, Culture=neutral, Public$$anonymous$$eyToken=null' and 'mscorlib, Version=4.0.0.0, Culture=neutral, Public$$anonymous$$eyToken=b77a5c561934e089'
Finally fixed this with updating to Unity 2019 and using Build App bundle option.
