How do I make a terrain level?

I'm trying to make a creek, I was having issues with the water but now that I've figured that out I' having issues with the terrain. I learned that if you raise the terrain, kind of like making hills, than you can make water. But I need to raise the terrain the same height all over, not just one hill. I'm trying to create a town around the creek. Can anyone help?
