How to ask for ACTION_MANAGE_OVERLAY_PERMISSION in android Manifest?

I am working on writing a plugin for unity to change Device orientation. Please note Device orientation and not Screen orientation. This is possible in Android native code by using Overlay permission. So I have asked for the same code's Jar from my friend who has done the same in Android Native code. I tried below lines in my manifest : Action_manage_overlay_permission system_alert_window

But it is not asking for Overlay detected permission the way it asks at Native android APK.
