cursor freezes when opening projects,,mouse freezes when onpening new projects,mouse freezes when opening new projects

when i open a project, existing or new on the cursor completely freezes and i can only press the reset button to restart. I have tried dowloading many unity 5 versions and 2017 versions as well but the problem remained,
