FPS in editor becomes too high after upgrading Unity version.
The FPS in editor of my project becomes too high after upgrading project version.(2018.4 to 2019.3)
More details:
Time.timescale have not been changed
VSync setting is "Every V Blank"
Actually, I found this problem is caused by the increase of FPS. For example the Update method which is not time depending run much faster than before.
Is there any way to decrease the frame per second to normal standard? Running too “efficient” is not always a good thing...

You could try putting this line of code into one of your awake functions:
Application.targetFrameRate = 60; // or whatever number you want
