Same issue here. That error appeared out of nowhere 5-6 days ago. I also found out that when I remove Unity IAP the error disappears... If you have any info please share. Thanks.
Same issue here with Unity IAP and Unity 5.4. From what I see on the Google Help Center article, Unity apps facing this issue will be blocked from publishing after 25th November 2016.
I am also facing the same problem. I am using unity 5.4 and enabled UNITY IAP only. Its just sample app to check unity IAP working or not on Google play store. AP$$anonymous$$ is in alpha testing mode but i would like to fix this bug at this moment to avoid any future problems. If any one have any solution, please let me know.

Somewhere I found that the problem is in some CloudMoolah script, and I don't know if that script is needed for Google Play purchases, so I deleted yesterday and uploaded my game, now Alert is gone. Everything looks great. Please try to delete CloudMoolah script and test.
