Is Unity 2017 still "pay to own"?

I know they have a subscription model, but previously if you'd subscribed for 24 months, you had the option for a permanent license, without having to pay anymore at the cost of not being able to receive future upgrades or updates.

Is this option still available as of now for Unity 2017 (Pro) and future versions?
