Scrolling scrollview filled with eventrigger objects

So I have a ScrollView Object that is populated at runtime with buttons. The buttons also have a event trigger component on them that deals with PointerEnter and PointerExit events. Is there a way to make the scrollview scroll even when i am hovering over the buttons?
