Add Effect to a small part on a mouse click

Hi, I need to add effect to a mouse click & the small area around it. I have tried Raycast Hit but it just doesn't seem to work. What I want is, to add effect(Like a shake) to a small part of the whole background where I click via mouse. Can someone please help me ASAP Thanks
