as a level designer, you don't need to create your own assets. but knowing how to create your own assets will be very handy at least just some basics. because knowing some basics lets you know what can be done and what can not. but if you ask me, I am highly suggesting that downloading lots of assets, and lots of concept arts. as a level designer, your job will be creating a fitting environment to rest of the game, for this purpose, you need to know how to read and understand a concept art, you need to create that perfect atmosphere with tools you had. you can start downloading Unity's Adam & blacksmith assets and create your own unique scenes that fit original scenes also has their own uniqueness. Also I highly recommend you to learn lighting tricks. lighting is one of the most important part of a level design and you should not let anybody else do this for you.
