Dll not found exception: unable to load dll

trying to build WebGL project with missing dll, "dll not found exception: unable to load dll after putting the dll files in the folder "plugins" and build it on windows build everything working fine with unity and communication with another program but when i build it to WebGL it says that the dll file are missing
