Applying Drag To A Specific Point On A GameObject?

To explain what i mean: Waving your hand in air is easy, while waving your hand in water is tough. That's drag. While you can apply drag to a Rigidbody in the middle of a object; Can you apply drag to a specific point on a gameObject?
