Not unless you're a registered Xbox developer and have the necessary devkit/hardware.
So they still haven't changed this on the 360? I get it with the One, but the 360 is hardly supported anymore, so I thought they'd have made licenses free by now, or come up with a hobby license. I know I was able to make a 360 game using their SD$$anonymous$$ (XNA?) without buying anything, so why are they blocking Unity? Sad.
