Question about making a game

Hello guys, So i am in a bit of trouble here. You guys know the game Game Dev tycoon? Well i do not want to copy or anything of that, but i have an idea of a simulation game like that. However i do not know if it is 3D or 2D. What would you guys advice me? Regards, Vasco
