Found a solution. You don't need to add NuGet package into Unity C# project. You should build required library separately, and then add it to Unity as DLL (simple "Import..." it as new asset).

How to add NuGet package into my MonoDevelop project?
Hello again! I need to add to my project a Stateless 3.10 library (as a NuGet package). Here is described how to do this. But I can't find an option "Add Package" in MonoDevelop "Project..." menu (looks like Unity's MonoDevelop is a bit different then original). How can I add this NuGet package?
Update: I found that in my MonoDevelop wasn't installed package NuGet Package Management Extension. I tried to install it, but it doesn't installed well - it said "Missing: MonoDevelop.PackageManagement v5.10"
