How do I create a map with regions that can be selected and make units move to them?

I have very little Unity or any game making experience. The only two games I have made have been a doodle jump like game using Game Salad and a pong game following YouTube tutorial using Unity. So basically I don't know where to start. The game I am wanting to create in my mind seems very simple. It is really me just wanting to create a template that I can use to create a larger more advanced game later on. I want the template to be 2D, consist of a map with regions that can be selected individually, units that can move to these provinces into a set position like the units in Europa Universalis, unit battles(not necessary but it would be nice to know), and sieges that can result in the ownership of a region changing into the hands of another. I already have a map drawn. It's just Ireland divided into four provinces. I have one picture that is the entire island and 4 others that have each province drawn individually. I have searched the internet and have found what looks like to be solutions but they beyond what I can comprehend considering my knowledge of coding is very little at the moment. So what I want to know, in an answer I might be able to understand, is how can I achieve my goal to create my template/small strategy game.

I'm not sure if this influences anything but I am looking to create this for iOS and Andriod platforms, so it would use touch screen functions.

You're asking a very broad question that has too big of a scope to be answered on here. You're essentially asking us how to program several major mechanics.

I suggest that you go through most of the tutorials on www.unity3d.com/learn

Also, you should break your question into smaller less broad questions. Like: "How would I select an object on screen with touch on iOS or Android?"

But yeah, look at the tutorials in the link and follow them very closely. If you don't understand what something means, google before you ask. If you can't find anything about it on google, ask on here.
