Should I even use Terrains?

I want to build a grid based city building game. I have no heights (everything is flat). All square grid tiles are equal sized and have one type of style (e.g. sand, grass, road, with options like where does the road connect to). I won't need any colliders/physics.

I noticed that I can make use of trees and bushes without the terrain, including wind and LOD, yet not sure about foliage, especially regarding batching and grass wind settings. And splatting without the terrain also shouldn't be too hard. But I could of course still use it, e.g. with very low control texture resolution and in chunks so that for large maps terrain patches can be occluded completely. But neither my experience nor Google were able to decide clearly pro/contra using Terrains, that's why I'm asking here: Do I miss something? Is there e.g. a feature of terrains that would make my life much easier or much harder respectively if I avoid using them?
