Virtual Joystick Active follow the finger position???

Hi I'm Newbie in Programing.I Have Virtual Joystick Made from C#. The Problem is I want the Joystick is follow My Finger Touch.My Finger in position like (10,10) so the joystick its in the center and I can drag the joystick???How do I Get That???SO Thank you for your help .
