Gamepad: Trigger Axes

I have a gamepad "Thrustmaster Dual Trigger" here and i have the following question about these triggers: The default state is set to "-1.0", "0.0" is entered when half pressed and "+1.0" whenn full pressed.

My question now: will each gamepad act the same way? Does the XBox 360 Controller do the same? And.. are gamepads following something like an ISO rule?
