My editor is very slow and choppy but in play mode the fps is normal

I also have started getting this error Failed to query D3D11 context for ID3DUserDefinedAnnotation interface (hr = 0x80004002)

I didn't have this problem before formatting my PC but it has started after I formatted my PC, DirectDraw Acceleration, Direct3d Acceleration, AGP Texture Acceleration are all enabled and no problems were detected with dxdiag so it is obviously a problem in unity.
