Tagging Terrain Textures

I noticed there are answers to the following question but I want someone that can explain it to me so I can have a better understanding at this. I want to tag each texture on my terrain with a certain tag so that I can play a certain sound(footsteps) when I interact with that tag. Can someone please explain how this can be done please?

Textures don't have tags. There are many existing questions, tuts, vids on this subject so please search, post if you have tried something specific and need help and include the relevant code.
