can the c# File class access to folders outside the asset folder?
can I do File.CreateText("../folder/name.txt")?

yes there was another bug that was preventing it to work ;)

Yes, you can. You can do that with any path as long as the user you are logged in as has write access to the path you're supplying. If not, the method will cast an UnauthorizedAccessException.
