Image Effects missing from components menu?

I have been using image effects components in my project (bloom, depth of field, etc) but they no longer appear in the menu when I try to add components to my camera or game objects. All image effects have been removed from my file and I can't add them back into the file.

When i go to import package, it says that the image effects are already added, but I cannot find them.

I was deleting old assets i no longer needed and most likely deleted the folder they were in... I've tried redownloading the standard assets, but that did not change anything.

Any help?
