make a perfect 3rd person character's animator?

Hi Guys,

---How to make a perfect 3rd person soldier or character's animator?--- I want him to be able to run walk and also shot with gun while walking and running. And all the animations that are required for a soldier. But I dont really know how to start. It seems like his arms and legs must have separate animators due to variety of animations. PLEASE GIVE ME YOUR GUIDANCE, LINKS AND TUTORIALS ABOUT IT.
