Hi, its been awhile, not sure if you still need the answer or if you've managed to solve it already?
Which version JDK are you using?
I was just facing this problem as well and finally, upon hours of trying to find a solution, I saw this: https://forum.unity.com/threads/java-9-jdk-9-support-by-unity-android.499354/

Thank you for this! Really saved me hours. Currently using Unity 2017, and yes, you will need JDK 8 for it to work correctly.
