Unity Install permission issues with AppData

Windows 7 Installed Unity, upon launching the program (either after installation or as administrator) the program just hangs and nothing loads, I have to to kill via Ctrl+Alt+Del processes. If I try to relaunch Unity I get an error copying data to AppData Packages. I try to delete the Package data manually and it has permission errors. The only way for me to manually delete it is via several workarounds with the cmd and CPU processes. Even after removing the packages Unity will not launch and just hang. I seem to ONLY have this problem with Unity in AppData as I can delete anything else without a hitch. I am the only user on my computer with full admin rights. Re-installation does not change anything.
