Win32Exception: ApplicationName aapt.exe

I am having this over and over again I have already installed build tools latest version which is 25.0.2 and also the oldest version but the aapt file which the build tools contains show win32 exception over and over gain I have also tried to Replace the aapt.exe file from Build tools 19.1 to build tools 25.02 but it din't worked out Please help me
