Android .OBB Downloading

Hello, I'm trying to find the best way to implement apk expansions for android games. I've found a ton of posts and comments about setting up the .obb downloader but here's the problem. Over at least 90% of the people who have tried to use it have gone through hell and back trying to configure it and have explicitly expressed that in their posts.

However the most worrisome aspect of this .obb downloading is that it is almost 2017 and the only tutorial I've been able to find was made in 2013. When I search google for more recent posts regarding apk expansions all I can find is people having problems... Haven't found one straight forward solution for this yet, and when it does work for people, at least half of the others have had problems, BIG problems. One other thing I noticed is that the only real tutorial I have found, the author wrote "You can modify the script attached on your controller like my crap example here :" right above his code.... ok then... I would prefer not to follow a crap example. Is there any good resources for teaching me this hidden art. Also is this still relevant 3 years later? People were posting from 2012 - 2014 about not needing to have a downloader for .obb files on most devices, however they said some devices might need it. Any advice ?

-that seems to be the only example, there is no androidmanifest.xml and the author calls his code crap.
