Do games with unity ads always start with a super low CPM?

I published my about a week ago, and have noticed I have a low CPM: My average eCPM is currently $0.45. In total, I've had 116 impressions, from which I've made $0.04. Now I know that the eCPM can be low for multiple reasons, but have attempted to do what I've learned from the forums to increase my eCPM (though unsuccessfully). Why is my game (Swipe Defense on Google Play) have such a low CPM? Is this normal when a game is only a week old, to have a low starting CPM?

Attempted Fixes:

1) CPM depends on the country.

My game: It's open to all countries. The Unity Forum states that the average for Unity Ads is $6-12, but that it depends on the country. Almost all of my users are in the US, and the U.S. has a higher CPM than most other countries.

2) Too many Ad impressions lower ad quality.

I recently have restricted the max number of ads a user can see in one continuous sitting to 8 ads. Additionally, Ads occur around every 2 minutes (though based on number of times user fails levels), and ads occur less often as the user reaches higher levels.

3) Bid Price of Advertiser.

Nothing I can do about that.
