Any ideas what conditions a texture has to meet to return 'TextureImporter.qualifiesForSpritePacking' as true?
The documentation only says:
Returns true if this TextureImporter is setup for Sprite packing.

Did you find out about this? I thought it was simply by having a spritePackingTag defined.
it has been a while, but this is probably it, yes. I don't have the time to check this atm.
It's not, I've noticed textures that aren't set to Sprite return false.
