Copyright question [Admins or Mods answer this question please]
I intern at a state institution. and am working on a commercial project for everyone. the project is a bus simulation game. our mission is not making money with ads etc. and the game is completely free. the question is just me developing the game and I'm using personal edition. so I need a buy plus or pro subscription?
Edit: my company (state institution) is not interesting for games.

You don't need to buy anything since your game is commercially free.
At the very top of the page provided ("Which Version You Can Use - Revenue Restrictions"), it states when you are not allowed to use personal and must purchase plus or pro. https://unity3d.com/legal/terms-of-service/software
