What is the interval between each step in animations?
The intervals in the editor, how much time passes by before the next step occurs? Is it every fixed update? If not, how can I make it so?

By default it would be every update. You can set Animator's update interval to fixed update and unscaled time updates by setting Update Mode. For Animation, you can only set animate physics options to force it to update every fixed update.
