layers of psd image in texture

Hi, I created a psd image with photoshop with 2 layers. In The upper layer I have a 360 vr photo , in the lower layer I put a foto made by different coloured areas. my question is: how can I get the color of the second layer (the lower layer) of this psd image used as texture? For example the color under the mouse cursor, or better, the color I point with the gvrReticle of google cardboard.
