Magnify/Scale Software's UI

Hello Guys ^^ I'd search all on the web but I didn't find any answer: I want to scale the UI of the software (by a plugin or a skin) because the font size is too small in certain case, for instance in the Particle System panel.

I know for Ubuntu there is a "Unity Tweak tool" for this but I'm on windows :/

Thanks in advance ! Because it's hard to use Unity :/
