Unity will not manually activate

Trying to set up Unity for student use in a education facility (non-profit) where the kids can have no internet access (by law). I have a lab of 10 computers set up on Win Server12 and none of them will activate manually. I have tried disconnecting each from the network and made sure the license keys are specific to each machine. It will not proceed from the 'license loaded successfully' screen.

I have tried all the tricks listed in the help sections.

Please help; I would like to be able to teach my kids (most of which have never had access to tools like this) using this tool.
