Billing permission with no IAP

I thought I saw this answered somewhere but now I can't find it anywhere. If it has been answered a link is fine. I had my app showing the Offers IAP flag and wanted to remove that because I don't have any. So I edited the manifest but now Google is saying I'm missing the permission.

The only special things I actually do have in the app are the GPG logging in, leaderboards, and such, as well the intermittent ads.
